The residents of San Diego, and our corresponding neighborhoods in light of City Council's motion on January 28th to request City Staff to return to City Council within 60 days with an action item to remove the City's ADU Density Bonus Program so that the ADU program is consistent with the state-mandated ADU regulations for single-family zoned parcels we ask that an emergency moratorium be placed on all infill construction projects that more than double dwelling unit density throughout the City of San Diego until the City Council has ensured the City of San Diego's ADU Density Bonus Program - both inside and outside the so called Sustainable Development Areas align with the State's ADU regulations for single-family zoned parcels.
In addition due to the recent fires we've seen both in Los Angeles, and more locally here in areas of San Diego we think it's prudent and we agree with the Community Planners Committee (CPC) that the City of San Diego should place an emergency moratorium on all infill construction projects in Very High Fire Hazard Severity Zones (VHFHSZ) that more than double dwelling unit density until comprehensive risk assessments and mitigation measures are completed, and we request this to be considered also for High Fire Hazard Severity Zones (HFHSZ) as well.
We want responsible building, in a manner that keeps both our current and our future residents safe.
Residentes de la Cuidad de San Diego Llama por una Moratorio de Emergencia para Todo los Proyectos de Construcion de Relleno (“INFILL” quiere decir un sitio de desarrollo urbano de bienes raíces que ya esta lleno de casas, pero construyen en lotes donde no hay).
El Peticion esta directado al ayuntamiento de San Diego:
Los residentes de San Diego, y nuestro vecinos que coresponde, el moción del ayuntamiento del dia 28 de enero, 2025, pide a personal de la cuidad que regresa al ayuntamiento entre 60 dias y queremos un elemento de acción para quitar el programa Bono ADU (ACCESSORY DWELLING UNIT/ vivienda accesoria) y que este programa sea consistente con el mandato del estado de california para regulaciones de casas de residencias singular (r1-2).
PEDIMOS UN MORATORIO DE EMERGENCIA QUE INCLUYE TODOS LOS PROYECTOS DE CONSTRUCCION DE RELLENO (INFILL) IMEDIATMENTE.
Estamos pidiendo al ayuntamiento que estos proyectos, que mas que doble existiendo viviendos accesorio densidad por todo el cuidad de San Diego, que el ayuntamiento ha asegurado la cuidad de san diego ADU DENSITY BONUS PROGRAM (Vivienda accesoria programa de densidad programa) adentro y afuera de áreas de llamado áreas de desarrollo sus que alinea a los regulaciones del estado de california para parcelas de zonas familiares singular.
Pensamos es prudente y somos de acuerdo del CPC (Comité de Communidad de Planiadoras) que Los incendios de Los Angeles, y tamien en San Diego, que la cuidad de San Diego debe poner una moratorio de emergencia en todo los proyectos de construction de infill en los zonas de incendios muy alto gravedad y peligroso (VHFHSZ) y que mas que los doble accesorio viviendas densidad hasta que hay una evaluacion de riesgo completado, y quisamos estar considerado por un VHFHSZ (Zona de Incendios muy Alto de Gravedad y Peligroso) también.
Queremos construcción responsable y en una manera que segura nuestros residentes ahora y en el futuro.
Ahorita el cuidad de San Diego esta viendo una aumenta sin precedente y sin planiado por los viviendas de relleno de 2000% en vecindarios con infraestructura callendo, zonas de inundación y Zonas de Incendios Muy Alto de Gravedad y Peligroso y estos vecindarios no puede sustener este aumenta de densidad seguro.
Por cuatro anos residentes in cada districto de la cuidad de San diego ha tenido preocupaciones. El ayuntamiento no ha hecho NADA para parar este caos en nuestro vecindarios que no esta planiado. Los inversores desarollando están solicitando aprobación de los permisos al ayuntamiento. En Encanto son lo mas denso para permisos de en todo el cuidad, con algunos proyectos 22, 23,43 y 44 unidades de casas (ADU/viviendas accessorias), y lo quieren hacerlos donde los calles no han enlosado o tienes aceras. No tienen que ofrecer estacionamiento para carros.
Imaginate si hay incendios, y no podemos salir, o no puede entra los bomberos porque los caminos están llenos de carros? No hay donde caminar. Estamos muy preocupado por nuestra seguridad de nuestra pueblo de Encanto.
Reason
Currently the City of San Diego is facing an unprecedented unplanned infill density increase of up to 2000% in neighborhoods with failing infrastructure, in flood zones and in High and Very High Fire Hazard Severity Zones, and in neighborhoods that cannot sustain this density increase safely or sustainably.
Concerns have been raised by residents in every district of San Diego for the last four years, yet our San Diego City Counsel has done nothing to stop this unplanned chaos in our neighborhoods. Most recently the Investor Developers who have requested for permit approvals in Encanto have shown the highest infill density of anywhere else in the city with some projects requesting the ability to build 22, 33, 43, and 44 Accessory Dwelling Units on streets that have never been paved since the neighborhood was incorporated, that have no pedestrian pathways. These recent findings along with the large fires we've experienced both in Los Angeles and more locally here in San Diego that are happening out of season during the driest winter we've ever experienced mandate emergency action to safeguard our city, and require us as residents to have to stand up for the safety of our communities, and especially for those in High and Extremely High Fire Hazard Severity Zones.

The property that these ADU’s are planned to be constructed are located right across the street from my home that overlooks Coronado bridge. I’ve lived here in this peaceful neighborhood for over 20 years and with this construction it will take over the view and roads of surrounding neighborhoods.
We live in a single family home neighborhood. A contractor wants to put 13 units up that would greatly affect the parking of our single family home street. Also I am the next door neighbor to this. We moved in in 1997 and love
our community, this would be a complex next door to me where a family home use to be and greatly effect the noise, privacy, and home value of our family home. This would be the only structure of its kind in our neighborhood and be an absolute eye sore and honestly a hazard for kids walking to and from school with the addition of numerous cars and traffic with no where to park. We absolutely oppose this build on our street that is zoned for single family homes.
Stopping more ADUs to be build that will eventually do what every other government program that was aimed at helping the public, erode humanity and morals. This is just a set up for a dystopian way of living, set up in comapact living spaces like some sort of prison. Call it affordable now and say it's for the greater good but years from now it will no longer be considered affordable but the average.
My parents have lived in the area for 30 years. It’s been safe, quiet, and a great place for them to raise all of their children. I believe that changing this neighborhood from single family homes to a bunch of ugly apartments, will be damaging to our community as a whole. Bringing property values down and causing issue with street parking will be detrimental to this area.
